Name of the Party – Party for Democratic Socialism abbreviated as P.D.S
The objective of the Party for Democratic Socialism is the socio-economic
and cultural advancement of the people of India. It seeks to establish a true secular democratic society free from all the religious, caste and gender discriminations. It wants to facilitate equal rights and equal opportunities for all the people of the country. It would strive for maintaining and further strengthening the federal policy of the country as a means to enhance the unity of the nation and ensure the existence of a cohesive center. PDS commits itself to the strengthening of Parliamentary Democracy and free the democratic process from extraneous influence of religion, caste, money, muscle and various other impositions.
The PDS bears true faith and allegiance to the constitution of India as by law established, and to the principles of socialism, secularism and democracy and would uphold the sovereignty, unity and integrity of India.
FLAG: The dimension of the flag will be 1:1.5. It is red in color with a white base circle and a red star at the center, touches the upper and lower line of the flag.
The PDS shall consists of (a) An all India Committee (b) State committees (c) district committees (d) Block committees (e) Town committees (f) Village committees (g) Unit committees.
The headquarter of the PDS will be in Kolkata.
Any Indian citizen attaining the age of 18 or above, irrespective of religion, sex, caste or birth, shall on acceptance of the principles of the PDS may be a member of the party. A member shall have to pay an annual membership fees of Rs. 10/. Membership shall be renewed every year. Monthly or seasonal subscription of Party members will be fixed by the concerned party unit after discussion with the concerned member.
The term of every PDS committee shall be three years.
There shall be an executive committee at the All India Level. This will be the highest policy making body. The membership of this committee will be decided by the All India conference to be held every three years. The executive committee would consist of a president, a general secretary, a treasurer and as many vice-presidents joint secretaries and other members as may be decided by the above conference. The conference may also elect a working president.
The secretariat will be formed at the meeting of the All India Executive Committee to be convened with a specific agenda for the same purpose. The secretariat will discharge all functions of the Central Executive Committee in between its two meetings. The secretariat will make a report of its work at the first available Central Executive Committee meeting, which has the right to ratify it.
The above mentioned structure will be followed at every organizational level of the PDS.
DUTIES OF THE PRESIDENT:
The president shall chair and conduct the All India committee meetings.
The president in conjunction with the General Secretary shall co-ordinate the functioning of various units of the party in the country and ensures the implementation of the policies and programs of the party as decided from time to time.
DUTIES OF THE GENERAL SECRETARY:
The General Secretary in consultation with the president shall convene the meeting of the Central Executive committee by advance notice of ten days, in normal times, to all members.
The General Secretary shall look after the day-to-day organization of the party at all levels and oversee the implementation of the programs and policies of the party throughout the country.
DUTIES OF THE TREASURER: The Treasurer shall maintain the accounts of the party. He shall be responsible for all funds and movable and immovable assets received by the party and to disburse amounts for the expenditure incurred in the functioning of the party.
DUTIES OF THE LITERATURE-IN-CHARGE: Literature-in-charge will look after the publication of the party organ, campaign materials and also take care of its sales and circulations.
DUTIES OF THE VICE-PRESIDENTS:
In the absence of the president, one Vice-president will preside over the meetings of the Secretariat and the Executive Committee. They will also function as the members of the secretariat.
DUTIES OF THE JOINT SECRETARIES: In the absence of the General Secretary, one Joint Secretary will discharge his/her functions. They will also function as secretariat members and will at all times assist the General Secretary in the discharge of his/her duties.
The Central Executive Committee will frame sub-rules and regulations for the functioning of the organization at different levels.
Organizational conference will take place with elected delegates attending the same. At the lowest unit level all members under the unit will attend the conference. Delegates to the next higher committee conference will be elected at this conference. In this similar manner, delegates will be elected by lower committee conferences for the conferences of the higher committee. Election to the committees will be held by show of hands or by secret ballot.
All corresponding executive committee shall fill up the vacancies caused by death or for any other reason in respect of its office bearers or any member under the jurisdiction of its organizational level.
All disciplinary and ethical matters will be dealt with by the corresponding PDS committees according to the principles and objectives of the Party. All serious decisions like expulsion, suspension etc. would have to be ratified by the next higher committee. Final decisions on all such matters will be taken by the Central Executive Committee. Disciplinary Committee shall be constituted by the Conferences at the national and state levels for considering appeal against disciplinary measures.
Any member of the party can voluntarily relinquish his/her party membership.
